A few months ago a notice was published on the proposed Chinese imports which are referenced as “List 4”. These products were tagged as potential tariff of 10%. President Trump announced this additional tariff will go into effect on September 1, 2019. According to the USTR, some products have been removed from “List 4” based on health, safety, national security and other factors. They will not be included in the 10% additional tariff. Additionally, the USTR determined that the 10% tariff should be delayed to December 15 for certain products. These types of products include, cell phones, laptop computers and monitors, video game consoles, certain toys and footwear and clothing. The products affected by the additional tariff have been split into two lists, “List 4A” and “List 4B”. Unfortunately, certain items of interest to our industry—including viscose rayon staple fibers (HTS 5504.10.00)—appear to remain on the list of goods that will be targeted with these new 10% duties on September 1.
As like the other tariff lists, the USTR plans to conduct and exclusion process for the “Lists 4A and 4B”. Companies can learn more about the process and additional details published in the Federal Register.
